DPNSEE and its partners in implementing the “No risk, no borders for young people” open the Call for experts to develop the regional Curriculum focused on work with the youth at risk.

The Curriculum should provide a comprehensive educational approach, fully based on principle “youth for youth”. It should be developed using the technical knowledge presented through the workshops and practical skills offered through the pre-task activity and follow-up activities of the “No risk, no borders for young people” project, desk researches on the issues covered by the Curriculum and the expertise of the external experts.

The Project Team have chosen out of 10 applicants following experts to prepare the Curriculum:

  • Aleksandar Trudić, from Novi Sad (Serbia), Education and development manager, youth worker
  • Megi Xhumari, from Tirana, Albania, Part-time lecturer at the University of Tirana, Faculty of social Sciences; program coordinator at Bethany Social Services, Tirana
  • Yanis Papadopoulos, from Kalamata, Greece, Freelance trainer; Areadne Lifelong Learning Centre, Curriculum developer

We hope to have a good tool developed to wrap-up the experience of this interesting project and use it for future capacity building activities for young people in the region.

Call for experts on treatment and care as an alternative to conviction or punishment

The Vienna and New York NGO Committees on Drugs (VNGOC & NYNGOC) are looking for four civil society Experts on treatment and care as an alternative to conviction or punishment. The experts with substantive experience on the topic, who can make a meaningful contribution to the identification of key aspects of diversion to healthcare at the various stages of the criminal justice continuum. They are expected to contribute to the production of guidance by UNODC on ‘drug use disorder treatment and care as an alternative to conviction or punishment for people with drug use disorders in contact with the criminal justice system’.

The UNODC-WHO initiative on Treatment and Care for People with Drug Use Disorders in Contact with the Criminal Justice System: Alternatives to Conviction or Punishment was launched in line with the Commission on Narcotic Drug’s (CND) resolution 58/5 on “supporting the collaboration of public health and justice authorities in pursuing alternative measures to conviction or punishment for appropriate drug related offences of a minor nature”. The aim is to promote the collaboration of justice and health authorities on alternative measures to conviction punishment for appropriate drug-related offences of a minor nature, especially with a view to people with drug use disorders in contact with the criminal justice system. In this context a handbook has been published in 2019 which has been jointly developed by UNODC PTRS, UNODC’s Justice Section and WHO.

As a follow up, now in 2021, UNODC/PTRS is aiming to develop additional guidance on drug use disorder treatment and care as an alternative to conviction or punishment for people with drug use disorders in contact with the criminal justice system, from the pre-arrest stage to the post-sentencing stage. UNODC/PTRS, with the support of experts (e.g. professionals, scientific experts, civil society, etc.) from all regions, aims to identify principles to support the effective implementation of treatment as an alternative at the various stages of the criminal justice system. Different professional groups/settings at each stage of the criminal justice continuum to be considered will include:

  1. Measures at pre-arrest stage (e.g., the role of law enforcement etc in deflection, diversion, administrative sanctions etc.)
  2. Measures at pre-trial stage (e.g., caution, conditional bail, conditional dismissal with referral to education or treatment etc.)
  3. Measures at trial/sentencing stage (e.g., postponement of sentence, deferring the execution of the sentence, diversion using specialized courts, probation/judicial supervision through probation officers etc.)
  4. Measures at post-sentencing stage (e.g., early release, parole, pardon with an element of treatment through parole officers etc.)

Expert consultations will continue throughout 2021 in different formats. Consultations will be conducted in English and interpretation will not be provided. More information on how and when input can be best provided will be shared with the selected experts.

ECOM is looking for consultants

Eurasian Coalition on Male Health (ECOM) is one of the pre-qualified providers of the Global Fund’s CRG program and provides technical assistance to communities and key populations of Albania for conducting budget advocacy, and cost–effectiveness and efficiency analyses of HIV and STI services for gay men, men who have sex with men and trans* people in Albania. Additionally, ECOM is looking for the consultant to conduct mapping of HIV and STI services for MSM and trans* people and organizing local meetings with stakeholders in the Republic of Albania>>>.

Two experts for pilot practice on former prisoners` re-integration in Montenegro

Juventas announced Call for application for two members of expert mission for developing and supporting the implementation of pilot practice on former prisoners` re-integration in Montenegrin prison system. We’re searching for EU expert for supporting treatment of prisoners and re-integration as a part of a project ”Provision of support to former prisoners for successful re-integration into the community – ReCover”.

The project is financially supported by European Union and Government of Montenegro, through IPA II Multi-annual Action Programme for Montenegro on Employment, Education and Social Policies.

The project intends to contribute to the respect for human rights of prisoners and their personality, dignity and right to fair treatment, while representing a common basis for further development and improvement of the prison system in Montenegro. The focus is on developing new program and support mechanisms that would prepare prisoners for the process of release as well as support former prisoners in the process of re-integration through providing employment services, social services, psychological support and counselling.

An expert on Technical support services for NGOs and stakeholders needed

СO 100 PERCENT LIFE, in the framework of the project “Sustainability of services for key populations in the region of Eastern Europe and Central Asia” with financial support from the Global Fund to Fight AIDS, Tuberculosis and Malaria, is looking for an expert on

Technical support services for NGOs and stakeholders in Serbia, Bosnia and Herzegovina, Montenegro, Romania and Northern Macedonia on budget advocacy, implementation of transition and development plans, implementation of policies and mechanisms for providing services for treatment, prevention and support of HIV patients, related to the SoS project tasks, as well as providing general administrative support.

Applicants must provide their CV and completed forms that are in the application. The information in the documents should clearly reflect the competencies of the candidate required to perform these tasks. The price offer includes the cost of services and all expenses that are necessary to complete the tasks.

Call for an international expert

The DPNSEE member organisation Labyrinth requires international Expert on Human Rights to conduct 2 days training for “Enhancing Drug Users rights and Entitlements” project, financed by the European Union office in Kosovo. The training work should be conducted between October 17th to October 18 in Kosovo, Prishtina.

The expert, under the guidance of the project manager, and in collaboration with rest of the project team will:

Review Kosovo and International legislation on HR and compiles two days training agenda with the aim of delivering key concepts on HR, non-violent approach toward the drug users and sensitization of public workers dealing with drug users.

Specific objectives to be delivered:

  • HR of drug users in in respect to treatment
  • HR of drug users in respect to Harm Reduction
  • HR of underage drug users
  • HR of female drug users
  • Interested applicants are invited to submit their CV and Cover letter and financial offer by: October 2, 2017, at 16:00 PM.

The candidates are requested to submit their financial offer consisting of fee for the service to be provided.
