The Office for Combating Drugs and the Office for cooperation with the Civil Society of the Republic of Serbia organised the first sectorial meeting with the representatives of the Ministry of Interior and the Department for prevention of narcomania and combating drug trafficking of the Directorate of Police on 2 February 2017. More than 40 representatives of various CSOs participated, including DPNSEE, Prevent and Re Generacija. The meeting was intended for sharing information and establishing contacts. The police representatives were more oriented to focusing the discussion on prevention and taking restrictive, repressive position and most of the CSO representatives also came from the prevention sphere. All our representatives took floor and indicated the need for new approach to drug issue.

Konferencija za medije povodom predstavljanja stavova organizacija civilnog društva o Nacrtu Zakona o izmenama i dopunama Zakona o psihoaktivnim kontrolisanim supstancama Republike Srbije
Mreža za politike prema drogama jugoistočne Evrope vas poziva na konferenciju za medije povodom predstavljanja stavova organizacija civilnog društva o Nacrtu Zakona o izmenama i dopunama Zakona o psihoaktivnim i kontrolisanim supstancama (Zakon o PKS) koja će se održati u EU info centru, u sredu 01. februara 2017. godine od 11 do 12 časova (Kralja Milana 7, Beograd).
Ministarstvo zdravlja objavilo je Nacrt Zakona o izmenama i dopunama Zakona o PKS 26. decembra 2016. godine a javna rasprava o ovom predlogu trajala je do 20. januara 2017. godine. Organizacije građanskog društva angažovane na politici prema drogama pozdravile su inicijativu za izmene i dopune Zakona, ali su veoma nezadovoljne načinom na koji je (u potpunoj tajnosti) predlog pripremljen, traljavom organizacijom javne rasprave i ograničenim rešenjima koje izmene predlažu.
Jedan broj organizacija građanskog društva predložio je mnogo širi spektar izmena i poziva na korenite promene politike prema drogama zasnovane na principima javnog zdravlja i ljudskih prava.
Na konferenciji ćete pored ostalog čuti naše mišljenje o temama kao što su:
- šta zapravo nude predložene izmene Zakona a šta ne?
- da li je ozbiljno izmene Zakona doneti po hitnom postupku ili treba sprovesti ozbiljan i kvalitetan proces i kako on treba da izgleda?
- da li i kako dekriminalizovati droge?
koja je uloga organizacija građanskog društva u pomoći osobama koje koriste psihoaktivne supstance i kako im omogućiti da tu ulogu sprovedu? - šta je Sistem ranog upozoravanja i koja je njegova uloga u prevenciji upotrebe novih prihoaktivnih supstanci?
- kako zakon o PKS utiče na mlade, da li i koju ulogu oni treba da imaju u donošenju odluka?
- da li je legalizacija lekova na bazi kanabisa već moguća i kako to omogućiti ljudima kojima su ti lekovi potrebni?
- da li i kako urediti proizvodnju lekova od kanabisa?
- u kojoj meri je moguće dobiti potpune informacije o zaplenjenim drogama?
- kako preduprediti pojave predoziranja?
- kako jezik koji koristimo doprinosi stigmatizaciji i marginalizaciji osoba koje koriste droge?

Legalize or not?
NGO “LEK lekalizuj, which has the mission is to launch initiatives for adoption of law on regulating medical cannabis, organised a public debate on medical cannabis on 24 December 2016 in Ruma, Serbia. The trigger for the debate was the forthcoming draft of the changes to the Law on psychoactive controlled substances.
The room was full of people who experienced different kind of progress in their health conditions claiming that it came from using medicaments based on cannabis oil.
DPNSEE representatives presented different experiences in regulating this item in countries of South East Europe.
Serbian Visions – where civil society meets business sector
German – Serbian Chamber of Commerce (Deutsch-Serbischen Wirtschaftskammer http://serbien.ahk.de/), in cooperation with the Serbian Chamber of Commerce (http://www.pks.rs/) organised the second multi congress Serbian Visions on 26 and 27 November 2016 at the hotel Radisson Blu Old Mill in Belgrade. The aim of organizing the only multi was strengthening the role of civilian movements within the country as well as creating more favourable economic environment by emphasizing important country-development activities.
The event encompassed 60 two hour long sessions on a number of topics: human rights issues, economics,
education, culture, health care, environmental protection, the EU integrations, security, innovations and
other programs which represent a vision of better future for Serbia. Session hosts were NGOs, institutes,
associations, universities and faculties, groups of professionals and companies, using different types of
presentations: discussions, forums, presentations, workshops, seminars, movies, etc.
Drug Policy Network South East Europe hosted the session on “Sustainability of support services to drug
users”. DPNSEE Board members Denis Dedajić and Saša Mijović, together with the Executive Director
Milutin Milošević, presented the situation in Serbia and the region and also some ideas for action that can
help make the difference and ensure regular and comprehensive services.
Although not many people participated in the session due to extremely unpopular term (Sunday at 16:00),
the discussion was very interesting and fruitful.
Good visit at the right time
Delegation of the Drug Policy Network South East Europe visited Serbia from 31 August to 2 September 2016. It was one of the visits in the region in an attempt to understand the situation and meet with a variety of stakeholders in drug policy in the country.
During the first day of the visit the delegation spent in the northern province of Vojvodina, meeting with the Secretary for Health and the Clinic for Addiction in the Clinical Centre of Vojvodina. Visit to Prevent, DPNSEE member organisation was both an opportunity to meet good friends and learn about their committed work, including shelter for sexual workers. The most interesting part of the whole visit was welcome in the Kovilj monastery and later their therapeutic community “The Land of Living” where we had the opportunity to hear true stories of people who fight with their addiction supported by their peers.
The expert view on the situation in Serbia was gained in meetings with doctors in the Special hospital „Drajzerova“ and Institute for public Health „Dr Milаn Јоvаnоvić Bаtut”. We explored opportunities for regional projects in the office of United Nations Office on Drugs and Crime. A good surprise was meeting with SUPRAM – Association of Lawyers for Medical and Health Law Serbia, with whom we discussed different way of legal protection of rights of drug users. DPNSEE representatives held the press conference in the EU Info Centre.
The key governmental structures dealing with the drug issue are Ministry of Health and newly established Office for combating drugs which is supposed to coordinate the whole system. The Office is open for ideas and contributions from the civil society organisations. Finally, meeting with the Serbian youth umbrella organisation generated good ideas for cooperation, also on the regional level.
The delegation was satisfied with the visit. The main result of the meetings with the officials was good presentation of the new regional organisation which was new for most of them and promises for future cooperation. It was a good moment for the visit, with governmental bodies just being established after the election and other existing institutions needing a new impetus for their work.
Some challenges were also identified, especially weakening of the NGO scene and lack of resources to implement the policies and strategies.

International Symposium “Towards Changes”
On the occasion of 26 June – the International Day Against Drug Abuse and Illicit Trafficking, the Special Hospital for Substance Abuse in Belgrade, Serbia, organised the international Symposium “Towards Changes” on 16 and 17 June. Topics included changes of trends in drug use, organising a network of institutions that provide treatment to addicts, including private medical services and local communities and prospective of further development of clubs for cured alcoholics and gamblers. Besides local medical experts, guests came from Bosnia Herzegovina, Croatia, FYRO Macedonia and Montenegro. Keynote speaker was Mr Antti Jearventaus from Finland who presented his work on use of Internet in fighting drugs, prevention and addiction treatment.
Irena Molnar, representing her NGO ReGeneracija and the DPNSEE Office (the only one from the NGO sector), was invited to participate in the open table dialogue with representatives from the region and to speak about involvement and use of resources of local community and organizations of civil society in resolving drug addiction.
Irena met and established contacts with many participants from different countries. Most important were those with Serbian Director of the Office for combating drugs, the Focal point and Office for monitoring of Ministry of Health, referring to EMCDDA and Director of the Special hospital for addictions. She presented DPNSEE and announced visits that we shall pay to countries of the Western Balkans.
