Advocacy for a cantonal institution for drug diseases

For this year Association Margina once again organised street action disseminating promotional materials, meeting people and spreading information about the campaign and work of the association.

By sharing an educational brochure (What to do when someone overdoes you, etc.) to several locations in the city by volunteers, Margina wanted to raise people’s awareness of a problem that doesn’t affect only individuals, but whole community. Passers-by had the opportunity to get acquainted with the organization’s work and campaign goals, and also to take pictures with campaign Logo in order to support those who need it the most. Organisers are very pleased with the community response to the messages that the campaign provides, as more and more people are aware that changes must be introduced to the entire system.

A special feature this year is the public debateDo We Need The Office of Addiction Diseases” with 40 representatives from institutions and civil society present, as well as active users of “suboxone” therapy and active users of harm reduction services provided by our organization.

The opposite views are expressed about how to fund a part of the health system, and insufficient systemic support for people using drugs. Also, for the first time data from the regional project “Budget advocacy and monitoring” were presented and representatives of the Ministry of Health and the Health Insurance Fund had mild panic outbursts, with the information provided and recommendations.

The conclusion of all the attendees is that this Department of Addiction Diseases, as urgently needed, will be one of our goals in the advocacy campaign that will follow in early September.

Public quiz on Drugs and Politics

Association Terra held a presentation of the poster ONLY VARIETY CAN RESPOND TO VARIETY which was promoted at the Harm Reduction Conference held Porto recently this year. Activities related to the poster were organised in their Drop in Centre during the Support. Don’t Punish campaign.

On 7 July, they organised a public quiz on Drugs and Politics (questions related to drug consumption, from different domains like geography, history, film, etc.) in the Rijeka Youth Club.

Romanian Support Don’t Punish YouTube channel launched

The Romanian Harm Reduction Network (RHRN) launched a YouTube channel with videos from users and professionals presenting the Support. Don’t Punish campaign messages “Sprijin. Nu pedepse“. A long-term video campaign started on the Global Day of Action 26 June under the S.DP umbrella.

A special campaign promotional video was prepared and posted at the channel

One of the first clips include a specific message which Professor Michel Kazatchkine, member of Global Commission on Drug Policy, sent to Romania.

A public event was held where activists from various organisations gathered to express their positions on discrimination and stigmatisation of drug users.

The stating videos at the channel will be followed by periodic episodes with practical harm reduction advices.

Support. Don’t Punish finally in Kosovo

Kosovo* finally joined the Support. Don’t Punish campaign in 2019. Activities were organised on the Global Day of Action in Pristina by Qendra për Informim dhe Përmirësim Social – QIPS (The Centre for Information and Social Improvement), a Kosovo-based NGO, working to improve the wellbeing of people in need and raising awareness for problems hidden by stigma. DPNSEE member organisation Labyrinth joined the campaign.

During the day, a march in the city centre was organised, all the way to the government building. It was followed by marketing on social media for the event, printing and designing banners and making props to place in front of the government building.

Posters were designed and posted around the city during the early morning, while leaflets were distributed during the day.

In the evening, the documentary „How to make money selling drugs“ was projected in the Termokiss, a community-run centre in Prishtina with the mission of urban and civil exchange, reflection and change making.

 

Public event at the city beach of Novi Sad


On the Global Day of Action 26 June, Association Prevent held a public event at the main plateau of the city beach “Štrand” in Novi Sad. The event was supported by the City Health Administration, International drug Policy Consortium and OPENS 2019 – The Youth Capital of Europe.

People visiting had an opportunity to get their photos from a photo booth, get information about the campaign, discuss and get advice from the Prevent activists. Children enjoyed the original game “Ne radi se čoveče”. Members of the New Point of Culture drew graffiti with the campaign messages and also messages which visitors gave.

Prevent also prepared a Facebook frames for profile photos and published infographics with campaign messages and other educational materials.

Udruženje “Prevent” 26. juna, na glavnom platou Štranda, sprovelo je javnu akciju pod sloganom “Podrži. Ne kažnjavaj”. Ovu aktivnost podržali su Gradska uprava za zdravstvo Grada Novog Sada, International Drug Policy Consortium i OPENS 2019 – Omladinska prestonica Evrope Novi Sad​. Cilj projekta je doprineti unapređenju stepena bezbednosti i smanjenju stepena diskriminacije mladih u riziku od socijalnog isključivanja, kroz promovisanje različitosti i edukaciju u Novom Sadu tokom 2018. i 2019. godine."Support. Don't Punish." je međunarodna kampanja koja ima za cilj da raširi svest o negativnim posledicama rata protiv droga i promoviše politiku poštovanja ljudskih prava i zaštite javnog zdravlja, da menja zakone i politike koje onemogućavaju pristup intevencijama smanjenja štete (eng. harm reduction) i drugim servisima zasnovanim na naučnim dokazima, kao i da zaustavi kriminalizaciju korisnika drog. Posetioci javne akcije su se fotografisali u selfi kabini, i poneli poklon gotografije za uspomenu, informisali o kampanji i razgovarali sa članovima Udruženja „Prevent”. Najmlađi su igrali igricu „Ne radi se, čoveče“. Tokom trajanja akcije članovi NPC-New Point of Culture nacrtali su grafite sa porukama kampanje, ali i poruke posetilaca. U okviru kampanje nastali su i ramovi za profilne fotografije na Fejsbuku, a tokom prethodnih 10 dana su objavljeni infografici sa informativnim i edukativnim podacima.Omladinska prestonica Evrope je titula koju je dobio Grad Novi Sad za 2019. godinu. Titulu nosi grad, ali ona pripada svim njegovim stanovnicima od 15te do 30te godine. A, OPENS – Omladniska Prestonica Evrope Novi Sad je Savez udruženja koji je tu da, zajedno sa svojim partnerima sprovodi program na osnovu kojih je Novi Sad nosilac laskave titule. OPENS2019 je u 2018. godini, konkursom izabrao 42 organizacije, koje sprovode 46 programskih aktivnosti iz aplikacije na osnovu koje je Novi Sad i postao Omladinska prestonica Evrope 2019. godine. Drug users are discriminated and without a proper treatment program

HOPS – Healthy Options Skopje hosted the “Support. Don’t Punish” campaign activities for the fifth time. The focus of HOPS campaign in 2019 is on the quality of treatment programs in Macedonia. The situation in Kisela Voda community is currently critical, with the Daily Centre for Prevention and Treatment of Addictions.

The campaign Support. Don’t Punish was launched on Facebook and HOPS’s website. They designed and made 5 illustrated messages. Focus groups with drug users took place previously, sharing messages for quality treatment from the discussion. Short videos were posted on Facebook and HOPS’s website. Previously, two videos were shot on sharing the weakness of the drug users’ treatment programs.

At the event in the City Park on 26 June, artist Dreadpen painted graphite. At the same time citizens discussed and delivered messages of support and equal treatment for all. Also, appeals were addressed to the authorities to find a solution for psychosocial support which, besides the medical therapy that now exists, is very important in the treatment process.

Through the research “Quality of addiction treatment programs in Macedonia“, HOPS among other things found out that about 1.1% of the citizens in Macedonia tried opioid drugs and the number of people who use them by injection is estimated at around 6,800. “Only 27% of people who inject drugs in Macedonia are included in treatment programs for addicts, which is below the European average of 50%” states the analysis.

Apart from the dominant substitution therapy with methadone and buprenorphine, other treatment approaches are not available within the public health facilities and there are no programs for the treatment of non-opiate addictions except for alcohol.

There is also a serious deficit of staff with adequate training, especially psychiatrists, in treatment programs throughout the country.

Women in Drug Use: Deafening silence

In Greece, the Support. Don’t Punish campaign was this year dedicated to women who use psychoactive substances, the silent group that has no voice or face in the country, but suffers from stigmatization and marginalization and is hard-pressed by serious problems in addition to its usual usage.

On the occasion of Global Day of Action of the campaign, the member organizations of the NGO Platform for Psychoactive Substances (Peer-to-Peer Users Network of Psychoactive Substances, Diogenis Policy Dialogue on Drugs, Positive Voice, Centre for Life, Prometheus, Steps and PRAKSIS) organised an event dedicated to women using psychoactive substances. They invited guests to talk about them, name them and open the road together to find realistic solutions, listening to the stories of the women themselves as well as the experiences of professionals in the field. The event was held on 27 June at the Beatniks Road Bar in Athens.

Women have the right to enjoy rights and fundamental freedoms, without discrimination, in all areas of life. These rights also apply to women who use psychoactive substances.

The multiple identities that women using drugs experience – pregnant, mothers, workers, migrant, refugees, sex workers, trafficked persons, victims of physical violence, prisoners – reflect the particular needs associated with the experience of social stigma, financial situation, insufficient social support, family relationships, a substance-mate partner, children and treatment. Services for women using psychoactive substances should take into account these particular needs of this vulnerable population and be hospitable, non-critical, supportive and, of course, provide emotional safety.

A “Rights Guide” for women using psychoactive substances which highlights the above was presented at the event.

Promotional activities of the “Support. Don’t Punish“ campaign in Albania

The main activity was the awareness day in occasion of 26th of June, in Durrës. Since the major part of the population is in summer holidays, Aksion plus planned to organize a big event in Durres, in the beach, among vacationers. For this event they strongly collaborated with Caritas, informing at the beginning their 50 young volunteers and on 26th they went together and distributed information among people. Firstly, a big banderol “Support. Don’t Punish” with key message on drug policy was posted in the seaside, in order for the vacationers to see and to understand what this activity was about. The day continued with the distribution of the brochures, leaflets and posters of the campaign. All the volunteers and staff were wearing T-shirt with the message “Support. Don’t Punish”. It was an excited day for young volunteers, to say “no” to the discrimination toward these target groups.

On June 26, 2019, in one of the main streets in the city of Tirana, a drug information campaign was developed together with the SALUS clinic. This activity consisted in the distribution of brochures and leaflets for the purpose of informing the population in the framework of the “Support. Don’t Punish” campaign.

Support. Don’t Punish is a global grassroots-centred initiative in support of harm reduction and drug policies that prioritise public health and human rights. The campaign seeks to put harm reduction on the political agenda by strengthening the mobilisation capacity of affected communities and their allies, opening dialogue with policy makers, and raising awareness among the media and the public.The Support. Great activities in Montenegro for the “Support. Don’t Punish“ campaign

NGO Juventas coordinated activities of the “Support. Don’t Punish“ campaign in 2019 together with several other partner organisations from Montenegro. The campaign was focused on raising awareness about human rights of people who use drugs.

The campaign started on 17 June when a short video material was created, continued with social media and television campaign, open space events and lasted until 5 July with photography exhibition in the local gallery.

The video material, with supportive messages from people in institutions and CSO’s who support our work with people who use drugs, was created, with the support of  Institute for public Health, Medical Centre, NGO Cazas and Juventas Drop-in Centre for people who use and inject drugs.

In Njegošev park, in the city centre of Podgorica, photographs were made for the exhibition, along with colleagues who work in Drop-in centre for people who use drugs, Juventas, NGO Link and clients who wanted to be part of exhibition.

“Stigma towards persons facing diseases of dependency is somewhat reduced, but still exists and it is important to take adequate steps compared to support, reducing damage caused by drug use and empower a person to deal with the dependency problem. It is assessed by the program of direct assistance for persons at risk of social exclusion in Juventas”, emphasized Marija Mijović, visiting national TV show Jutarnji program Dobro Jutro Crna Goro on the occasion of marking the global initiative.  The video material was presented during the program.

The exhibition of the photographs done by local activist was posted at the independence square in Podgorica, where campaign promotional materials were distributed and photo boot was set for people to take photos …

Chem-Sex and the City

On the occasion of the Global Day of Action of the “Support.” Don’t Punish” campaign and within the Pride Month, NGO Re Generation with the support of the Belgrade Pride Info Centre, in cooperation with the regional ERA – LGBTI Equal Rights Association, organized the premiere of the movie: “Chem-Sex and the city“. This short documentary was produced with the support of the Right Reporter Foundation and firstly presented at the Harm Reduction International 2019 conference in Portugal this April.

The movie is part of the activities Re Generation has related to public advocacy for awareness raising about problems related to psychoactive substances. The event marked the launch of an open dialogue about chemsex which will include mapping the needs to design appropriate services.

After the movie, Stefan Pejić from NGO Re Generation spoke on “ChemSex and what stands behind this phenomenon”, Zoran Milosavljević, independent researcher on “ChemSex in Serbia – Strategic (in) visibility of practice and its implications” and Amarillo Fecanji from ERA on “Regional perspectives and initial steps in mapping respond to the appearance of ChemSex”.
