Public event at the city beach of Novi Sad

On the Global Day of Action 26 June, Association Prevent held a public event at the main plateau of the city beach “Štrand” in Novi Sad. The event was supported by the City Health Administration, International drug Policy Consortium and OPENS 2019 – The Youth Capital of Europe.

People visiting had an opportunity to get their photos from a photo booth, get information about the campaign, discuss and get advice from the Prevent activists. Children enjoyed the original game “Ne radi se čoveče”. Members of the New Point of Culture drew graffiti with the campaign messages and also messages which visitors gave.

Prevent also prepared a Facebook frames for profile photos and published infographics with campaign messages and other educational materials.

Podrži. Ne kažnjavaj. – After

Udruženje “Prevent” 26. juna, na glavnom platou Štranda, sprovelo je javnu akciju pod sloganom “Podrži. Ne kažnjavaj”. Ovu aktivnost podržali su Gradska uprava za zdravstvo Grada Novog Sada, International Drug Policy Consortium i OPENS 2019 – Omladinska prestonica Evrope Novi Sad​. Cilj projekta je doprineti unapređenju stepena bezbednosti i smanjenju stepena diskriminacije mladih u riziku od socijalnog isključivanja, kroz promovisanje različitosti i edukaciju u Novom Sadu tokom 2018. i 2019. godine."Support. Don't Punish." je međunarodna kampanja koja ima za cilj da raširi svest o negativnim posledicama rata protiv droga i promoviše politiku poštovanja ljudskih prava i zaštite javnog zdravlja, da menja zakone i politike koje onemogućavaju pristup intevencijama smanjenja štete (eng. harm reduction) i drugim servisima zasnovanim na naučnim dokazima, kao i da zaustavi kriminalizaciju korisnika drog. Posetioci javne akcije su se fotografisali u selfi kabini, i poneli poklon gotografije za uspomenu, informisali o kampanji i razgovarali sa članovima Udruženja „Prevent”. Najmlađi su igrali igricu „Ne radi se, čoveče“. Tokom trajanja akcije članovi NPC-New Point of Culture nacrtali su grafite sa porukama kampanje, ali i poruke posetilaca. U okviru kampanje nastali su i ramovi za profilne fotografije na Fejsbuku, a tokom prethodnih 10 dana su objavljeni infografici sa informativnim i edukativnim podacima.Omladinska prestonica Evrope je titula koju je dobio Grad Novi Sad za 2019. godinu. Titulu nosi grad, ali ona pripada svim njegovim stanovnicima od 15te do 30te godine. A, OPENS – Omladniska Prestonica Evrope Novi Sad je Savez udruženja koji je tu da, zajedno sa svojim partnerima sprovodi program na osnovu kojih je Novi Sad nosilac laskave titule. OPENS2019 je u 2018. godini, konkursom izabrao 42 organizacije, koje sprovode 46 programskih aktivnosti iz aplikacije na osnovu koje je Novi Sad i postao Omladinska prestonica Evrope 2019. godine. Tim aktivnostima će samo u 2018. godini biti obuhvaćeno 75.000 mladih, dok će za tri godine biti uključeno preko pola miliona mladih iz cele Evrope.Projekat se finansira iz budžeta Ministarstva kulture i informaisanja, Pokrajinskog sekretarijata za sport i omladinu AP Vojvodine i Grada Novog Sada.#supportdontpunish #podrzinekaznjavaj #OPENS2019 #mojopeNS #EYC2019 #prevent

Ne kažnjavaj.” Selfi kabina se usijala na vrelom letnjem danu slikajući radoznale posetioce.Udruženje “Prevent” 26. juna, na glavnom platou Štranda, sprovelo je javnu akciju pod sloganom “Podrži. Creative ways to organise the campaign

This year’s campaign NGO Prevent from Novi Sad, Serbia, started on June 11th by publishing a contest for the best short video on the topic “Support, Don’t Punish”. The idea is that a video needed to send a message that is consistent with key campaign messages. The best video has been awarded money prize.

The next step was the beginning of promoting infographics on social networks Facebook and Instagram Important data for use in the infographics were previously extracted and graphic designer was engaged to prepare layouts. The advantage of the infographics is that they are much more compact and easier to read than the text itself. People like this way of displaying data and this is the reason why this method is chosen. The first of a total of 5 infographics was promoted on June 18th.

On June 21st, Prevent begun to promote previously created Facebook profile picture frame, with the logo and campaign message. Those who set up this frame for 7 days, received symbolic gifts from the Prevent Association (game similar to “Don’t get angry, man” created by the Prevent members, which indicates dangers of using psychoactive substances).

On June 21st, the press release was sent about the action of the Prevent Association in Novi Sad, within the global campaign. On the same day, the news was posted on the Prevent site and Facebook ads were paid for better promotion of the event. The result was a good response from the media.

The action lasted from 17:00 to 20:00 on 26 June at the city beach “Štrand”. The “Selfie” photo cabin has succeeded in attracting a fairly large number of people, who also had the opportunity to be informed by members of the Association to Prevent and get promotional educational material.

Drug problem and its influence on children and youth

Representatives of the Drug Policy Network South East Europe, including Nebojša Đurasović, member of the DPNSEE Board, Irena Molnar, DPNSEE Communication officer and office manager and Milutin Milošević, Executive director, met with Ms Vesna Dejanović, Project Officer Child Protection at the UNICEF Belgrade Office. The meeting was held on 11 August 2017.

The motive for the meeting was decision of the Novi Sad authorities to supply free drug tests to parents in local schools (last two classes of elementary and all secondary schools) as from the start of the new school year. DPNSEE sent a letter to the UNICEF Representative in the Republic of Serbia stating that we find this action is jeopardizing children rights and very problematic for several reasons, including:

  • Drug testing in schools is not needed and effective; even it is forbidden in some EU countries.
    Whatever the results of the test should be, confirmed drug use or parents’ mistaken assumptions, the trust between children and parents will be broken.
  • The test are already available in pharmacies. This action can only raise paranoia among parents and have unanticipated and unintended effects.
  • The tests can recognise only “traditional” psychoactive substances – and for each of them a separate test is needed. For a full evidence of drug use, a complete set of several tests is needed!
  • The tests are not functioning with the new psychoactive substances which are even more dangerous than the traditional ones. Young people will simply start using new substances, which may cause more harm than what we have today.

DPNSEE thinks that the society need to invest more into serious and comprehensive prevention, adjusted to current situation, not to repressive measures. That has to be part of a systematic approach to the problem of drug use, especially for children and young people, ranging from school based programs to community interventions.

We informed Ms Dejanović that we shall certainly make an action to oppose this proposal of the local authorities in Novi Sad, which will probably include communication with responsible national institutions (ministries of education, youth and health, Office for combating drugs, etc.).

Another topic for discussion was legislation in the area of social care, where more attention should be given to drug users, especially those who come out of medical treatment or penalty. We agreed to share information about drafts of laws, where DPNSEE shall send our proposals related to the changes of the Law on psychoactive controlled substances.

DPNSEE presented activities on treatment and care of children who use drugs and actions taken by the member organisation HOPS.

“Support. Don’t Punish“ activities organized by Association Prevent

Association Prevent held action „Support. Don’t Punish“ for the third time in Novi Sad and for the first time in Kragujevac. In Novi Sad target group were students and in Kragujevac visitors of the music festival Arsenal fest. With these two actions few thousand people were reached directly.

Campaign started on 20 June when the media were informed about the action. Prevent also spread information through social networks and during campaign reached over 30 thousand people in this way.

Campaign continued with action in Kragujevac during music festival Arsenal fest in period from 22 to 24 June. Members of Prevent were there, talked to the visitors and photographed them with the slogan of the campaign.

On 26th June action was held in front of the student’s dormitory in Novi Sad. Photo booth (photo cabin for selfies) raised special attention of the visitors. They made a lot of photographs and in the same time they supported this campaign. Location was selected because young people are the key agents of change in society and that they could understand message the best.

Beside photo boot visitors of the action had a chance to talk with Prevent members and to read about the campaign from printed material.

Action in Novi Sad was visited by three the biggest TV stations (Radio and television of Vojvodina – public service, Novosadian television and Chanel 9) and two journalists from newspaper (Dnevnik and Magyar Szó). Information about the action was published on 12 internet portals. Few days after the activity, Chanel 9 organized 45 minutes long TV show dedicated to this issue. Guest in this show was president of the Association Prevent, Mr. Nebojša Đurasović.

Meeting of the Drug Policy Network in SEE in Novi-Sad 6-8 July 2015

From 6 to 8 July, representatives of the organizations, that are members of the informal Drug Policy Network in South East Europe met in Novi Sad (Serbia) to discuss about establishing an umbrella organization with a legal status, building on the informally established Drug Policy Network.

The meeting started with a presentation by Ilina Nesik, representative of the Balkan Civil Society Development Network (BCSDN) informing the meeting about the experience of the BCSDN in its development since 2001. The Balkan Civil Society Development network is a regional sectoral network consisting of 15 member organizations, from 10 different countries of the Balkan region. It started, in the first phase, as a 3-year pilot programme (2001-2003) functioned in the second phase (2003-2008) as an informal Network and became a formalized network in the third phase (2008-2011). Ilina Nesik referred to the vision and mission of the organization, the strategic goals, the membership (eligibility criteria and the procedure to become a member) as well as the initiatives/activities of the organization. Special reference was made to the monitoring Matrix, a unique tool for monitoring the enabling environment for civil society development. During the discussion that followed the presentation, several questions have been raised about the membership especially concerning the distinction between consultative and member status, the governance, management and organization structure and the independent status of the organization.

This presentation has been followed by an introduction by Thanasis Apostolou, who outlined the development of Drug Policy Network in South East Europe and presented the project to create the umbrella organization with a legal status. Consequently, the meeting decided about the name of the new organization, which remained Drug Policy Network in South East Europe. The meeting decided to establish an independent organization, not linked to one of the existing Network’s organizations. The location of the umbrella organization will be the city of Skopje. The meeting decided to meet again on 31 of August to 3 September in Belgrade. Every organization of the Network will be represented in Belgrade by one person. The Belgrade meeting will be the constituent assembly of the new umbrella organization.
